 Scarce pair of U.S. Government contracted handcuffs.  Manufactured under contract for 5,000 pairs by Providence Tool Company of Forrestdale RI.  Marked on both shoulders just beneath the key hole: “Prov. Tool Co”.  Lacking the key.
