William Buel Franklin was born in York, Pennsylvania on February 27, 1823 and graduated from West Point first in his class in 1843. He served in the Mexican War and distinguished himself during the Battle of Buena Vista. He taught at West Point and was associate professor of engineering. At the outbreak of the Civil War he was promoted to Colonel of the 12th Infantry and on May 14, 1861 was promoted to Brigadier General of Volunteers. During the Battle of Antietam he commanded the left grand division under Burnside and later censured by the Congress for not obeying Burnside's orders.
The President refused to approve Franklin's removal and as a result Burnside resigned. Franklin returned to duty in July, 1863.
He was promoted to Major General for meritorious service and resigned on March 5, 1866. He died on March 8, 1903.
