July 17th 1863
Circular;
The attention of the officers of the Quarter Master's Department of this Army is again called to the Circular dated Headquarters Army of the Potomac, July 12th, 1863, and that from the office of the Chief Quartermaster, July 1, 1863, Concerning the taking of supplies from the country for the use of the Army during the present operations. It is enjoined upon all officers of the Quartermaster's Department to make use of all forage and other supplies for the Quartermaster's Department which they may find in the country, and of which they may be in need being governed by the orders, given in the Circular above referred to with the following exceptions, viz: that during the march south of the Potomac, no supplies taken in the country will be paid for except to persons who take the oath of allegiance. Certified accounts will however be given for all supplies taken, and on the face of the account, the place at which the stores were taken, shall be stated.
